In general, in FPC bug reports are not assigned to someone, but every
developer for himself decides when and which bug reports to assign to
himself. Some exceptions are documentation (Michael), database (Joost)
and fcl-xml (Sergei).
Low level or debugging win32 stuff is not one of those things though.
The person who will eventually look at them is most likely Florian,
but simply assigning the bugs to him is unlikely to speed up their
resolution.
Case in point: they might also be looked at by Yury, and in that case
assigning them to Florian would probably delay their resolution.

At least http://bugs.freepascal.org/view.php?id=13499 is really trivial
Maybe it needs a little testing only, especially on win64 - if -Xg is
supported there.Anyway it only affects windows platform.
