Right, but why doesn't fpdoc leave it to the user, which files should
be scanned for detailed information, and for which the description is
enough?
Because the user should not have to decide this in the first place.

The tool documents pascal code. Hence it must read the code.
Even if fpdoc is *designed* to document Pascal code, this doesn't imply
that it can't be fine with the user supplied xml files.
