Why should a debugger have it's own GUI ? IMHO it should be used integrated in an IDE, so tit should have a decent API to be used by an IDE.
So providing a command line interface (if started sitting on the API) for testing the debugger, for use in a batch, and "just in case" somebody does not use an IDE, is very appropriate.
