Nobody's property [double-checks using Wp]. I think that in the case of the IBM operating systems it's a fairer description than (the frequently-applied) public domain, since IBM never explicitly donated them to the public, their creation was not funded by the public purse, and their ownership status if heavily modified is unclear.
