None specific. It was simply committed to SVN after the branch was made.
In theory, there should be no danger to include it. Nothing else depends
on it.
Adding a new package is really not done between a release candidate and
the final release. And merging it can always introduce a new build or
packaging issue, while the period between 3.0rc1 and 3.0 mainly serves
to solve any such outstanding issues.

There is no technical reason to prevent it; just a matter of policy.
