We could have take the risk just after a release, so we had some months for problems to emerge. Last minute merge of 118 revs that are not regularly tested in trunk is a bit minor. Moreover fpmkunit is heavily used due to fpmake, and merging is a pain, since support for newer targets that don't exist in fixes might need manual adjusting. So I would guess try to name hotfixes only.
