Put it in the bugtracker. If it needs a long
explanation/manyconsiderations: make a WIKI page first and refer to it
in the bugtracker.
But please make sure that any wiki page is marked as being for the
discussion of a suggestion, and that it's deleted if not adopted. The
wiki's already got a maintenance problem with outmoded examples etc.
