OK, I can understand that.
However, AFAIK formatsettings on Windows are already adjusted for
locale settings in SysUtils, so an fplocale would (in it's basic form)
not apply to Windows...

I could help writing the Linux (only x86 32-bit) part of it, I only
have acces to my own (almost ancient) Linux and WinME system for
development.
