I still do not understand the reason why the size is 10 times bigger after rebuilding Lazarus ...
but ... I understood why it does not run ... Avast! is the responsible for it! ... I found how to exclude lazarus directory from Avast! scanning ... and now it looks that Lazarus is running fine ... If you need none of your config, you can delete the old config. The windows installer has a checkbox to do this.
