So what I did was created a merge request on my own fork. Totally not what I expected when I pressed "create merge request" Oh well here is the correct merge request. https://gitlab.com/freepascal.org/fpc/source/-/merge_requests/147 However, now it says I need to rebase anyways so my original attempt must have not been right.
