Independent module. libfprint is about fingerprinting, not about 
networks or authentication or address books or databases or ...

Also, I think you should start this as a project separate from even 
pam_fprint itself. I think your project is out of scope of pam_fprint (a 
simple login for local users). There will not be much code duplication 
between two PAM modules because the nasty details are wrapped up inside 
libfprint.
