Ah, heh. Your distro is probably using the usb nodes under /proc/bus/usb which have hardcoded ownership of root:root. I'm not sure how many distros beside Gentoo have switched, however the new way is for USB raw access nodes to be placed under /dev/bus/usb. This means that they are managed by udev, which is usually configured to set group ownership of such nodes to "usb".
