I have a hunch that this is related to using a U.are.U 4000B Rev 101 device, and not a Rev 100 device.

I have similar repeatable results here (random noise image, with 3 white horizontal lines) when scanning with a Digital Persona U.are.U 400B Rev 101 device. See Michael's screenshot image at: http://www.reactivated.net/fprint/bugs/task/12?getfile=25

(The Revision number is printed on the Digital Persona label on the fingerprint device.)

The following other devices are working fine with libfrint v0.05:
MicroSoft Fingerprint before lot 0713
MicroSoft Fingerprint after lot 0713 (745 in this case)
U.are.U 4000B Rev 100 OEM module (Digital Persona)

However if we are failing to disable encryption on your device then that is another issue, please file a bug for that.

Look carefully at the encrypted image, you will see that 3 horizontal lines are not encrypted. Please mention which colour these lines are in your bug report.

I have no CD with it, how can I fix this or should i throw it and buy a brand new device.

You do not need a CD or the firmware cutter. That's for an old project.
