Hi Have a look at fprintd, it has file storage that saves the prints in /var/lib/fprint and other plugins should be relatively easy to add (some central database or anything), and is the way that should be used (AFAIK it runs as root when called through dbus, so there is no problem with permissions) at least by all authentication programs
