Well, this is not exactly finger-print related and "best" depends on what you're optimizing for (cost, time, etc.) ;) If it was my project, I would probably use something ready made, like this one: http://www.electronickits.com/kit/complete/elec/ck1610.htm This was the first result on google for "connect relay serial port", but there are a lot more boards like this one. You can try to build your own interface, but you might risk sending a high AC voltage through the serial port and burn your computer's motherboard and it might take a while for you to get it to work anyway.
