Those are the location of where the files should be. You probably
installed those under /usr/local/ instead.

You could try compiling fprintd with:
--localstatedir=/var --prefix=/usr --libdir=/usr/lib --sysconfdir=/etc
passed to configure, which should install the files in the system-wide
location.
