Board of Selectmen
Memorial Building
Framingham, MA 01702
Attn: George P. King, Town Manager

Re: Doeskin Betterment

Dear Mr. King:

The Board of Public Works has had four meetings with residents who will
be affected by the Doeskin Betterments. At our meeting on July 18, 2001,
we unanimously voted to recommend to the Board of Selectmen that
alternative locations for the pumping stations and alternative paths for
the water line be researched and that the Director of Public Works and
the Town Engineer look at the cost of all alternatives and to provide
this information by Labor Day.

At that meeting, we were assured by the Town Engineer and the Director
of Public Works that they had been instructed by the Town Manager to
look at alternative locations and would be presenting these cost
proposals to the Board of Selectmen. At our meeting last evening, we
were perplexed to find that not all the alternatives are being
considered as viable routes by the Town Engineer.

Time is of the essence so it is imperative that we not delay in going
out to bid this fall. We strongly urge you to instruct the Town Engineer
to provide cost proposals for the following three alternatives:

* A line up Edmands Road, up Carter Drive, and continuing to
Doeskin and the water tank
* A direct route from the intersection of Grove Street and
Edmands Road up to Doeskin through private easements
* A line from the Grove Street Station by way of improved and
larger lines on Edmands Road and Carter Drive to a small booster pump
lift station which will feed the tank and eliminate the need for a
bottom pumping station.

The residents of the Doeskin area have waited many years to have water
brought to their homes. We are very concerned. The Conservation
Commission must deny the route proposed by the Town Engineer due to its
proximity in crossing a wetlands and we need to have alternatives ready.
We do not want the project delayed another year so we urge you to obtain
cost proposals for these alternative routes.

The Board of Public Works would be happy to come before your Board if
you have any questions if you believed that we could help speed the
process.

Very truly yours,
Board of Public Works
