I noticed that when adding footnotes that each paragraph has an End of flow symbol. To break from that I had to find the original End of flow symbol for my document and work from there. When testing, I inserted the table at the End of Flow symbol and had to go above the table to find that symbol and put my return in at that point.
Not sure if I explained this correctly, but hopefully it might help.
