The workaround I've found is to use non-breaking spaces in the heading to control the breaking, and then set the Paragraph Definition for the TOC version of that header to have a .5 in (or whatever) left indent.

At times the length of the text in the element I have to use to create the entries in the table of contents is too long and it wraps to a second line.
