Or get a symbol font that contains it. There are a large number out there (Free and not) which contain that glyph.

I don't think you can on Windows because it's a special character included in some of the fonts bundled with the Mac OS. One solution would be to create an EPS of it on a Mac and use that as an inline graphic in Windows FrameMaker.
