I don't know enough to be certain, but I suspect that you might benefit from those FM-XML behaviors that were improved in version 7.1 and 7.2.

It is indeed, but it's the other way around. In Frame my tag is called
Heading1_TOP which translates in XML to Heading1-TOP. If I change it to
Heading1-TOP in Frame then the problem is resolved, so it's the underscore
that is causing the problem. Doesn't XML like underscores?
