I may have seen the same meeting (or even been at it).

I am familiar with BlastRadius XMetal. The problem with it (and with
many XML editors) is it costs money, *big* money. We happen to have a
connection with Adobe in which we can get their software cheap. Anything
else is just not gonna fly.

I saw a presentation at an STC meeting last year for BlastRadius XMetal
for DITA. I'm a die-hard Frame user, yet the features and ease of use
had me drooling on myself. I would recommend looking into it.
