The table approach works, but is a complete pain where text call-outs
flow over page boundaries.
Draw a text box using the Graphics tool and then apply fill or border as
required. Not sure what you mean by call-outs flowing over page
boundaries. If you mean extending into the margins, then this approach
will work.
