Some solutions:
* Copy/paste a stored example of the frame into the import position,
and while it's selected, import the graphic.
* Move into structured FM, where you can define this behavior.
* Search Google for Bruce Foster's inexpensive impgraph plug-in.

Just wondering...
The question is, there must be a way, and somebody must know it. Is
there? What I want to do is import graphics with the default of "Run
into Paragraph". Really, what I want to do is have the Import dialog box
ask me for Anchored Frame preferences for the Import, but I guess I
can't get that.
