For Windows to handle the files properly, they should have .fm extensions.
This could be done once they are copied to the Windows machine. I use a free
rename utility called Bulk Rename Utility from
http://www.bulkrenameutility.co.uk
You can use this program to quickly add extensions to all of the documents.

I've just sent a zip archive of hundreds of files, mostly Mac FM ones, to
someone who's taking over a job from me. He's on Windows, and tells me he
can't open any of the files, because, he thinks, none of them have
.extensions. Do I really have to add ".fm" to all the FM files, or is
there another way?
