Is this table in a file that is part of a book? Is there a table in the
previous file? Is the Book Numbering for paragraphs set to "continue
numbering from previous file"? If the answers are 'yes', then Frame is
doing what you've told it to. Change the Book Numbering for paragraphs
to Restart, and you should be ok.
