If the "cell" is actually multiple cells that have been straddled, you
can unstraddle them (the Table > Unstraddle command only appears when
straddled cells are selected). 

But if this "cell" began life as a single cell, you can't "split" it.
Instead, you have to insert a new row or column, cut and paste text as
needed, and straddle the unneeded cells in the row/column you added with
the neighbors above or to the left.
