The PDF Setup you have at the book level may be overridden by some
chapters. This sometimes also happens with bookmarks, where Hn-TOC items in
the Table of Contents are carried over as bookmarks, even though not
selected at the book level.
In your book, select all chapters but do not select the top title line,
then select Format > PDF Setup and change settings as needed. Recreate the
.ps and distill, and all should be OK.

Turn off "Generate Tagged PDF" in FrameMaker's PDF Setup dialog box,
Tags tab;
recreate the .ps and distill again.
