Now, that's what I was suggesting was the way to go. I thought someone might have thought of it.

It looks like dtptools' MIF -> QXP filter does the back conversion as well:

" Quick and easy way to use FrameMaker MIF format in QuarkXPress - MIF Filter is currently the only way to exchange documents between QuarkXPress and Adobe Frame Maker.

With MIF Filter installed, QuarkXPress opens FrameMaker MIF documents the same way as QuarkXPress documents. MIF Filter also enables export from QuarkXPress to FrameMaker. All elements (large tables, page layout, graphic objects, styles colors, etc.) are maintained during conversion. "

markzware.com makes some Quark conversion filters for 7.x and 6.x, though nothing explicitly to FrameMaker. You might query them.

Also, dtptools.com has a MIF->QXP filter; http://www.dtptools.com/ product.asp?id=mfqx You might query them about anything that converts in the other direction they may be planning.

The filter for QuarkXPress import into FrameMaker was
hacked from the equivalent InDesign filter and only
supports QuarkXPress 3.x and 4.x files. Newer files
(5, 6, and 7) cannot be opened in FrameMaker due to the
fact that Quark encrypts their version 5, 6, and 7
documents and any software that attempts to break that
encryption without permission is breaking the DMCA
(the Digital Millenium Copyright Act).
