Note that the maker.ini change does *not* do what you actually asked about. The change does not change the order of items in the list in the Paste Special dialog. What it does change is the default behavior of the *regular* paste command (Ctrl+V or Edit>Paste). If you change the maker.ini priorities, it changes the decision tree that FrameMaker uses whenever you do a paste that uses the Windows clipboard--pasting content from another application into FrameMaker or between two separate instances of FrameMaker. If you usually need to paste as plain text, making the change in maker.ini is that you can accomplish this with the standard Paste command rather than having to use Paste Special with its extra keystrokes or extra mouse clicks.
