Hi Theresa Have you tried anchoring them in different paragraphs and setting the anchor of the second table to "keep with previous"? I'd expect that to do exactly what you want, as long as the second table's table style has 2 as its orphan row setting and the first table has a very high number for that setting.
You can play with the size of the anchoring paragraph to get the visual look you need, so that shouldn't cause problems.
