The method I use for graphics with captions is to create a one-cell table with title. Put the graphic in the cell and the caption in the title. They'll always stay together. The title (caption) can be set for above or below. I think it looks better below, but if your intention is to create a document with hyperlinks to the captions, it may be better to put them above the graphic. This is because the hyperlink jump will position the title (caption) paragraph at the top of the screen, and the associated picture would be above it, off screen.
