I just thought of something else:

When I rearrange the chapters in the book (Chapt Two, Chapt Three,
Chapt One), I get this:

Chapt Two
Title
Figure X1

Chapt Three
Fig X1
Title

Chapt One
Fix X1
Title

Chapt Four
Fig X2
Title

So that would appear to me that Chapter Two and Chapter Three are problematic.
