This is true of the first row and the second row combine to be more than a page and they are defined as "Keep with nexr".
Otherwise, regardless of the number of rows, the first rwo should at least stick to the first page, unless that row itself is bigger than a page. BTW...understand that unlike Word, a row will not split between pages.
