Just off the top of my head...I''m not a Frame expert by any means, but would a table work? 2 columns, 2 rows, put your text in the top right-most cell, then straddle the two cells in that column. Make sure the paragraph style for your text includes Cell Vertical Alignment= Middle, and make it right-aligned. Then re-size the columns to the size of your text (you may have to modify the default cell margins in Table Designer to get the placement you need.) Then for the left column, make the border between the two cells, whatever weight of line you need, setting the rest of the ruling for the table to "none"?
