Create a borderless single-cell table set to start at the top of the
page. In Table > Row Format, make its height fill the text frame. In it,
put a paragraph whose Cell Vertical Alignment is set to Middle. 

Alternatively, create a pgf tag set to start at the top of the page and
leave it empty. Follow it with the pgf you want to center vertically,
and adjust its space above to put it at the midpoint of the page. This
works best if the text you want to center vertically is always one line
(or always the same number of lines), so you don't have to fuss with the
space setting for each instance.
