It's a binary file. Did you try opening it in FM (change the extension
to .fm)? 

If that doesn't work, try the "heroic open" command. In FM, create a new
empty file (you have to have a file open). Then press, one after the
other, Esc o H. In the file open dialog, select the bad file. If it
opens, immediately save it as MIF.
