Code > text in two adjacent rows is spaced exactly the same as in two adjacent > lines, which is exactly the same as two adjacent pgfs.
I should note that the Code pgf's Line Spacing is Fixed, which helps ensure that "exactly" remains "exactly" -- although I can't imagine superscript, inline graphics, etc., in a line of code.
