Yes, I had personal experience with this issue. We're using FrameMaker 7.2 and when some people installed service pack 3 on XP, some (not all; don't know why) OLE objects turned into grey boxes and although FrameMaker said it was saving your other changes, it didn't. We've all been forced to upgrade to SP3, so we've gotten rid of all OLE graphics and we're importing by reference instead.

The only issue I recall hearing about XP SP3 with FM is that a security fix in it breaks OLE objects in older versions of FrameMaker (pre ver. 9.0?).
