I imagine it's a marker you create on your own. I've never seen a "Pending" marker in the 12 years I've used FrameMaker. I'm currently using v9. So, like Bill said, you'd have to create your own (and import/add it to all of your files).
Instead of using markers, I have used conditional text to accomplish what the author has suggested. I created "Draft" tag. That allowed me to show/hide text until it had been approved. Of course, there's no reason both methods couldn't be used together. I like the idea of being able to create a List of Markers and jump to it and like the idea of being able to hide unapproved draft text.
