Alison is right in the suggestion that the single quotes can be correct in
the target language (what language is it? I know Dutch uses single quotes).

 

If you really think it's a mistake, you better correct the (unclean) Trados
file and update the translator. Otherwise you'll get the same problem next
time again and again,

 

I'm not sure why you can't find it when copying in the search box. Did you
uncheck 'use wildcards' etc? FrameMaker has no control characters as far as
I know. There can be a problem however with Unicode and fonts - some fonts
cannot display all characters. If there's a space before or after the quote,
try to include that in your search. If you used smart quotes in the source
file and the translator manually replaced the quote character it might
mislead FrameMaker. Normally, with smart quotes on, when you search for a
regular quote FM won't find it.
