Like you, I'd go with Frame, because you can easily get from Frame to .chm (if necessary) either through RoboHelp or MIF2go.
You could do online reviews pretty easily with FM, using PDF as your reviewing tool. CMEs can cut in comments/corrections using Reader and those can be round-tripped back into Frame.
