A section is below a chapter (that is: a chapter can contain sections, not the other way round), it's a nested structure. To us this you have to insert a folder in the book and put your section files in that folder. The folder is your chapter and can have a chapter number ($chapnum) and the files in the folder do have a section number ($sectionnum), while reusing the chapter number of the containing folder.
