How are figures and their captions inserted in the document?
It sounds like your first figure and its caption may be in a body text
frame separate from the main body frame, rather than in an anchored
frame within the main body frame. When FM numbers paragraphs or gathers
the content for a generated file, it starts at the top of the main text
frame on a page and continues through any additional frames. So if your
first figure is in its own text frame, it may be the "second" body frame
on the page, even though it *appears* to be first because it's
physically closer to the top of the page. You can do a test: see what
happens if you put your cursor at the end of chapter 2, and press the
Down arrow repeatedly. Does the cursor run through the text and
figures/captions of chapter 3 in the order you expect?
If you want to send a copy of the first few pages of the file up to the
offending figure, I'll have a look at it for you.
