I'm guessing that your table is anchored in the heading pgf instead of in its 
own anchor pgf. In that case, the heading's Keep With Next Pgf setting tries to 
keep it with the pgf that follows it, which is the first pgf after the table. 

Unlike Word, FM's object model doesn't treat a table as a continuation of the 
main text flow. (That's why, unlike Word, you can't move the cursor into the 
table from the preceding text flow.) 

An FM table is more like an anchored frame. Both tables and anchored frames are 
represented in the flow by a single zero-width character, the anchor. And for 
all intents and purposes, the frame or table resides in the pgf in which it's 
anchored. 

If you turn on View > Text Symbols, you can easily demonstrate this to 
yourself. Put the cursor somewhere to the left of the table anchor in the 
heading pgf preceding the table. Now press the right arrow key repeatedly. When 
the cursor reaches the end of the heading pgf, the next key-press takes it to 
the beginning of the pgf following the table. That pgf is what actually follows 
the heading pgf in the main flow, since from a flow perspective, the table is 
contained in the heading pgf.
