I'm running FrameMaker version 8, so there might be a better way to delete 
build expressions in FM 9.  But, here's I'm deleting them:
1.      Save the FrameMaker file as .mif
2.      Open the file in a text editor.
3.      Search for  BoolCondCatalog
4.      Find the Boolean condition you want to delete and delete <BoolCond 
through the #end of BoolCond.  For example, 
    <BoolCond
     <BoolCondTag 'Book Conditional Expression'>
     <BoolCondExpr 'NOT"Central";>
      <BolCondState 'Active'>
  > #end of BoolCond

Because build expressions are barely documented in Frame 9 I've got a few
more questions. 

 It seems that every build expression ever used in the books I'm updating is
available in the list. Is there a way to delete unneeded build expressions
from the list? Can one name them somehow? 

 
Part of what I'm doing is creating the right build expression for a number
of books so that the next person who needs to update these books has some
idea of what to use. Obviously, I'm documenting what needs to be done, but.
