As Scott said, a "free XML editor" is fine to create basic DITA topics.
However, what will happen if they need to update the topics which you have
edited in FrameMaker, using DITA features such as conrefs, keyrefs, inline
elements etc.? Instead, you may want to use a good, professional XML editor
like oXygen XML Author, which is almost free (starting at $349). It gives
you plenty of bang for the buck and comes with some very nice transforms
(to WebHelp ePub etc.) out-of-the-box. We use it in combination with
DITA-FMx for authoring and publishing DITA 1.1 content.
