I don't believe so, but you could easily write a batch file to consolidate them:

copy header.htm + ch01.htm + ch02.htm ... + footer.htm all.htm

Put the XHTML header and footer lines in header.htm and footer.htm.
Configure MIF2Go not to include the header and footer lines from the
output. I think the setting is:

[HTMLOptions]
BodyContentOnly=Yes
