I noticed that too. It looks like they just the "Buy" section of the
site the same and expect you to call the reseller to get the real price.
It would have been nice if they would have disabled the "Buy" link for
that particular page. But you can't expect Adobe to make anything
*easy.* It's just better (than Word) after you get used to it :)

You've jumped to a wrong conclusion -- the link is legitimate and doesn't
originate in Libya. It's a shortened URL that points to
http://www.adobe.com/products/framemaker/fm-upgrade.html
It looks like Adobe has its own link-shortening utility so that "adobe"
appears as the domain; there are free generic services on the web that do the
same thing -- tinyurl.com, https://bitly.com/, etc.
