As you point out, Frame+RoboHelp can get you to class 1, 2, and 3. You can also get their via other tools, such as WebWorks ePublisher. One example is our own documentation set:

This is created from FrameMaker source files.

There are other products available, so perhaps you should evaluate each one in turn and find the best fit tool for your needs.
